    To date, most frameworks for assessing Demand Response Resources (DRR) have been retrospective in nature, i.e., they value load management events that have occurred in the past and do not take into account the role DRR can play in longer-term resource portfolio planning. In order to put a value on all of the benefits of DRR, it needs to be looked at with a comprehensive view using resource planning methods, which can account for the major and unique benefits that DRR can provide and answer the basic questions inherent in determining the appropriate role of DRR in long-term planning.
