Process and Impact Evaluation of Residential and Business Sector DSM Programs, Arizona Public Service Company

Process and Impact Evaluation of California’s Flex Alert Campaign
The California Public Utilities Commission required a process and impact evaluation of the 2006-2008 Flex Your Power Now campaign (now known as the Flex Alert campaign), an education and outreach program that uses a mass media implementation strategy to educate Californians about peak demand and encourage them to voluntarily take specific actions to reduce their electricity use on designated “Flex Alert” days. Evaluating changes in behavior and program effectiveness in a traditional program with known participants is challenging; evaluating the Flex Alert campaign required examining voluntary behavior changes and issue awareness resulting from a mass media campaign that may have reached tens of millions of potential “participants”.
